Who we are

Overview 

International Legal Advice Center  commonly known as ILAC is a multinational conglomerate organization headquartered in Sofia, Bulgaria. ILAC carries out its mission through four core initiatives: advocacy in the nonprofit sector (ILAC NGO), Research & Education (ILAC Research & Education Center), Arbitration & Mediation (ILAC Arbitration & Mediation Court) and Online Media (ILAC online Media Portal). ILAC works to ensure that individuals and organizations involved in online environment and digital world have access to the legal resources, education, tools, and representation that they need to thrive.

ILAC was founded in 2012 as a NGO, headquartered in Bulgaria but later on as a result of the dedication and hard work of its members, the organization expanded its activities and now it operates in more than three countries – Bulgaria, France and Belgium.

Goal

The ILAC’s goal is to start conversations between policy makers, civil society actors, and media professionals about the latest digital law research.  We want policy makers to have timely, easy access to relevant research and to the range of views held by the legal experts and the civil society. We also work to engage the policy community with research on the policy making process itself. Additionally, we provide tools for anyone looking to stay up-to-date on Digital law and ICT law issues, though our briefings, event calendars, dossiers, and lists of on-going consultations.

We also want to provide a platform for other academics and legal experts to bring their research into these debates and we welcome contributions from other institutions.

ILAC Arbitration & Mediation Court (ILAC AMC) is an alternative dispute resolution establishement specialized in Digital & ICT law as well as in the Intellectual Property (IP) cases with international element. ILAC AMC is a permanent arbitration court. It is established and regulated in accordance with the provisions of the United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards of 1958 (New York Convention) and the Convention on the Settlement of Investment Disputes between States and Nationals of Other States made at Washington, D.C. in 1965 (also referred to as the “Washington Convention”) as well as all other relevant laws and provisions regulating the recognition and enforcement of arbitration court awards.

The ILAC AMC is a neutral and international dispute resolution provider that offers time- and cost-efficient alternative dispute resolution (ADR) options. ILAC mediation, arbitration, expedited arbitration and expert determination enable private parties to efficiently settle their domestic or cross-border IP and technology disputes out of court. ILAC also provides Domain Names Dispute Resolution services under the World Intellectual Property Organization (WIPO)-designed Uniform Domain Name Dispute Resolution Policy (the UDRP Policy).

ILAC Research & Education Center is a collaborative initiative among legal experts with a focus on interdisciplinary research on legal issues, social impact, policy implications concerning the Digital law and Information and Communications Technology (ICT) Law. We organize various events in order to bring together legal and IT experts so they could exchange experience in the most productive way. We also give an opportunity to young legal professionals to network, to grow professionally through different courses  and trainings  we  organize in the field of the Digital & ICT  law in cooperation with our  partners both from the academia and from the business sector.

ILAC NGO is  a mission-driven advocacy and service organizations in the nonprofit sector. We address issues in support of the IP Protection, Net Neutrality, E-government, Copyright Protection Online, Regulation of Broadband Networks, Cybersecurity with an emphasize on the child security online, Future Of Media and Free Speech, Intermediary Liability, Privacy, Government Surveillance, E-commerce, Internet Of Things.

ILAC Online Media Portal is researching and publishing legal news in the field of the Digital & ICT law for the general public and legal community. Our legal news is posted 24/7 and is available worldwide. We present an independent voice for the public and maintain a balanced approach to reporting on key legal issues. Our team of journalists produces legal news articles and interviews covering a wide range of legal issues in the field of the Digital & ICT law. We speak with lawyers, subject matter experts, and industry insiders to bring you an in-depth view of the legal topics we cover.

We have strict guidelines for maintaining our principals autonomy and research integrity.

Comparative study approach
Regarding the fact that one of the most important attributes of the cyberlaw is its borderless nature, when we examine certain issue we do this in regards of numerous legal systems and research how it is regulated according to the EU law  and in the US legal system. In some case  we apply comparative approach with regard of different countries legal systems. Here is the place to express our gratitude to all our international fellows and affiliates who are making this possible.

We can draw on the services of experts in more than 30 practice areas, who are being part of our community either as affiliates or members, taking in everything from traditional fields of legal practice to the latest and newest areas of the law.

CopyrightX

CopyrightX is a course on Copyrigfaviconht Law, developed by Professor William Fisher IIIat Harvard Law School This is  a twelve-week networked course, offered each Spring under the auspices of Harvard Law School, the HarvardX distance-learning initiative, and the Berkman Center for Internet and Society.  The course explores the current law of copyright and the ongoing debates concerning how that law should be reformed.  Through a combination of pre-recorded lectures, weekly seminars, live webcasts, and online discussions, participants in the course examine and assess the ways in which law seeks to stimulate and regulate creative expression. Since 2014, CopyrightX is also being offered as an affiliated course in several other countries.

Cyber Info Guru

The research effort on Cyber Info Guru, documented here is a globally coordinated, independent research pilot project by ILAC . Cyber Info Guru is aiming at providing a single point of entry for both, on one hand, Lawyers and individuals interested into the legal aspects of IT technologies and their implications in the real world, and on the other hands IT specialists, technologies producers or users, willing to understand the legal implications of their researches or application of technology.

Ethical issues are also approached, as they tend to translate into either new legislations / regulations, or technical solutions, or both. It is organized to provide information in the legal and the technological fields, from vulgarization to expert level, so that individuals can easily research and access the relevant information. It combines in-house content (presentations, analysis, discussion, educational material and other useful content made available by collaborators of the site), and a repository of external resources, organized by topic. Beyond providing a service which does not exist today (a comprehensive and free gateway for the information seeker which addresses both the technical and legal side of the problem, with adequate information from “beginner” to expert level), we intend to create a strong and diverse community around this project, which, by its nature, will strongly rely on the input of its expert members. We hope that our project will arise your interest, and will definitely welcome your future contribution.

Domain Names Dispute Representation

We represent both domain name registrants and trademark owners in connection with Domain Name Disputes. We have represented complainants all over the world in Internet Corporation for Assigned Names and Numbers (ICANN) Uniform Dispute Resolution Policy (UDRP) Complaints before the World Intellectual Property Organization (WIPO), the Asian Domain Name Dispute Resolution Centre (ADNDRC), and in Canadian Internet Registration Authority (CIRA), as well as other online arbitration service providers.

We are recognized by domain name arbitrators as preparing the very best quality arguments and briefs. In addition to online arbitration, we act for the complainant in connection with court proceedings before the Court of Justice in Bulgaria, and have an extensive international network of co-counsel that can assist in representing clients all over the world under our guidance and direction.

Internet Mediation Academy

ILAC is one of the few organisations licensed by the Bulgarian Ministry of Justice for training and licensing itself mediaters and ADR representatives. This being said we are the ONLY one specialized in Domain Name Dispute resolutions and the only one training its student for DND representation. We prepare our own students as we train them both theoretically and practically by assigning them real cases they are managing under the supervision of our experts. Our Internet Mediation Academy is one of our most rewording and cherished projects.
